New Delhi, Jan 4: The Union Ministry of Home Affairs (MHA) on Saturday ordered a major reshuffle of IAS and IPS officers of the AGMUT cadre, transferring several officers across Union Territories and states, including Jammu and Kashmir, Delhi, Ladakh, Arunachal Pradesh and Andaman & Nicobar Islands.

According to an official order issued by the MHA, the transfers have been ordered with immediate effect and will remain in force until further orders. A significant number of officers have been moved to and from Jammu and Kashmir, with senior IAS officers including Ashwani Kumar, R Alice Vaz, Anjali Sehrawat, Sagar D Dattatray, Akriti Sagar and Kumar Abhishek posted to the Union Territory.

Several officers serving in Jammu and Kashmir have been transferred out to Delhi, Ladakh and Chandigarh. These include Santosh D Vaidya, Niraj Kumar, Syed Abid Rashid Shah, Baseer Ul Haq Chaudhary and Saloni Rai.

The order also lists multiple transfers involving Delhi, Andaman & Nicobar Islands, Goa, Puducherry, Mizoram and Arunachal Pradesh, reflecting a broad administrative reshuffle across the AGMUT cadre.

In the IPS cadre, officers including Prashant Priya Gautam, Sudhanshu Dhama and Sunny Gupta have been posted to Jammu and Kashmir, while several others have been shifted to Delhi, Goa, Puducherry and Arunachal Pradesh.

Srinagar, Jan 2: The Jammu and Kashmir National Conference Spokesman Imran Nabi Dar on Friday said there would be no increase in power tariff in Jammu and Kashmir, describing the move as a “New Year gift” for electricity consumers across the Union Territory.

Dar said the decision fulfills a commitment made by the party leadership and brings relief to households during the winter season.

Calling it a New Year gift to the people of Jammu and Kashmir, the spokesman said the move reflects the government’s promise fulfilled.

Srinagar, Dec 31: In a significant development, the National Conference-led government on Wednesday said it is contemplating the creation of a mechanism for the regularisation of daily wagers.

Speaking to reporters, cabinet minister Javaid Ahmad Dar said the government is actively considering such a mechanism to address the issue.

“You should know that after several SROs were abolished through the Jammu & Kashmir Reorganisation Act, our efforts are now focused on creating a mechanism for the regularisation of daily wagers,” Dar said, as per news agency—Kashmir News Observer (KNO)

He added that the matter was discussed in the last council of ministers meeting.

“It would be premature to comment further, but our efforts are directed towards taking positive steps for daily wagers,” he said.

In the last budget session, Chief Minister Omar Abdullah constituted a high-level panel headed by the Chief Secretary to examine the regularisation of employees working as casual, seasonal labourers, and other workers.

The previous PDP-BJP government had enacted a regular engagement policy-SRO-520 of 2018-but only 577 workers were regularised under it.

Srinagar, Dec 31: To address persistent traffic congestion and ensure smooth vehicular movement on the Rambagh-Natipora–Chanapora road, the Divisional Commissioner Kashmir, Anshul Garg, accompanied by the Deputy Commissioner Srinagar, Akshay Labroo, conducted a spot visit of Natipora Junction and Barzulla underpass today.

During the visit, the Divisional Commissioner reviewed the existing traffic scenario and issued slew of directions for implementing strategic interventions.

He instructed the Public Works Department (PWD) to develop a T-junction at Natipora by utilizing available land of the Sashastra Seema Bal (SSB) to facilitate smoother traffic movement and reduce congestion.

The Div Com further directed the PWD to expedite the removal of structures falling within the alignment of the right-side bund road of Doodh Ganga. He also instructed the department to establish connectivity of the left-side bund road of the Doodh Ganga from Barzulla to the Sanatnagar Flyover.

While inspecting the ongoing construction of the Barzulla Bridge underpass, the Divisional Commissioner emphasized extending the bund road beyond the underpass to connect it with IG Road, aimed at eliminating wrong-side traffic movement from bridge to Rambagh Chowk.

Besides, Garg directed the PWD to take up land acquisition matter with the CRPF required for road widening and instructed the concerned authorities to prepare detailed drawings showcasing the proposed road layout, including the “before and after” configuration.

The Additional Deputy Commissioner Srinagar, SSP Traffic Srinagar, senior officers of the PWD, and the Commanding Officer of CRPF were present during the inspection.

Srinagar, Dec 29: National Conference chief spokesperson and MLA Zadibal, Tanvir Sadiq, on Monday said that protesters who were stopped were holding a peaceful protest and should not have been stopped.

Speaking to reporters, Tanvir said that the government had allowed them earlier, so there was no reason to stop them this time.

“A peaceful protest in a democracy is a democratic right of ours and every person should be given that right. What happened yesterday was not right,” he said.

On the reservation policy, Sadiq said the government followed the steps that were part of the promise made in the party manifesto.

He said a committee worked for six months, prepared a report, the Cabinet took legal opinion, and then the report was sent to the Lok Bhawan for approval.

“If there was any change, we would have told the students. There is no change. We are following the promise we made to the students,” he added.

On recruitments, he said posts will continue to be advertised, but the government wants the reservation decision approved first.(KNS)

Jammu, Dec 28: Lieutenant Governor Manoj Sinha on Sunday chaired the 3rd Meeting of the University Council of the Cluster University of Jammu, at Lok Bhavan, Jammu.

The Lieutenant Governor, who is also the Chancellor of the University, emphasised that higher education institutions must focus on innovation, employability and entrepreneurship, while ensuring that academic initiatives are aligned with the regional and national developmental needs. He advised the University to strengthen integrated and professional programmes to meet the emerging academic and industry demands.

The University Council, which met under the chairmanship of the Lieutenant Governor, accorded in-principle approval to several significant academic and administrative proposals. It reviewed and confirmed key reforms in line with the National Education Policy (NEP)–2020, including adoption of the new undergraduate curriculum framework, introduction of new academic programmes and revision of course structures to enhance flexibility and employability.

The Council approved the introduction of new programmes such as the Four-Year Integrated Teacher Education Programme (ITEP), M.A. Education, Masters in Performing Arts, PG Geography and Cyber Security at the PG level, along with new minor, skill and value-added courses across constituent colleges. Student-centric measures such as award of additional credits for sports and cultural activities, revised credit norms for MOOCs and inclusive examination and admission policies were also confirmed.

The Lieutenant Governor appreciated the University’s reform initiatives and emphasized the need to strengthen academic quality, student welfare and institutional governance. He instructed the University to ensure implementation of the e-office system before the end of June, 2026 and to conduct the University Council meetings after every six months.

The Lieutenant Governor called for increased students’ participation in the Viksit Bharat Yuva Connect programme. He also issued directions for encouraging active engagement of students in Nasha Mukt Bharat and Nasha Mukt J&K campaigns.

Prof. K. S. Chandrasekar, Vice-Chancellor, Cluster University of Jammu, made a detailed presentation on the University’s administrative, academic, financial, examination and evaluation reforms, student enrolment status and various academic collaborations in research and education.

The meeting was attended by Vice Chancellor University of Kashmir, Prof Nilofer Khan; Vice-Chancellor, Cluster University Srinagar, Prof. Mohammad Mobin; Additional Chief Secretary, Higher Education Department, Shantmanu; Principal Secretary to the Lieutenant Governor, Dr. Mandeep K. Srinagar, Dec 26: Divisional Commissioner Kashmir, Anshul Garg, today chaired a meeting of the Multi-Disciplinary Committee (MDC) on Traffic Management System to review the implementation of various proposals aimed at streamlining traffic movement in Srinagar city.

The meeting was attended by Deputy Commissioner Srinagar Akshay Labroo; CEO SSCL, Fazlul Haseeb, VC SDA, SSP Traffic, and officers from the Public Works Department, Waqf Board, and other concerned departments.

During the meeting, the Divisional Commissioner reviewed the drawings of proposed traffic interventions, including the construction of a rotary at Exchange Junction, road widening at Sangarmal Junction, and improvements at Jahangir Chowk to facilitate smoother traffic flow on MA Road. After detailed deliberations, the committee approved the implementation of these proposals.

The meeting also reviewed the positive outcomes of introducing one-way traffic on several interior city roads and proposed extending the arrangement to additional areas.

It was informed that color coding of mini-buses has been completed in the western zone, while the process in the eastern zone will be initiated shortly.

To curb noise pollution, areas near JVC, Children’s Hospital, and Karanagar were declared no-honking zones.

Regarding traffic accident black spots on the Parimpora–Narbal Highway, the Divisional Commissioner directed the PWD to conduct a joint inspection with BEACON to ascertain the causes of frequent accidents.

On the development of a multi-level parking facility at Jamia Masjid Srinagar, the Divisional Commissioner instructed the Deputy Commissioner Srinagar and CEO SSCL to take up the matter with the Auqaf Committee.

The meeting was informed that tenders for IT-based parking facilities at Harwan, Nehru Park, and Makai Park have already been floated.

 Divisional Commissioner also reviewed the Action Taken Report on issues related to realignment of e-bus routes, establishment of e-bus charging stations, and construction of a vehicular underpass at Mominabad Junction.

Emphasizing the importance of effective traffic monitoring, the Divisional Commissioner directed the CEO SSCL to expedite the installation and operationalization of all ITMS cameras across the city.

New Delhi, Dec 26: The Centre has asked all Indian Administrative Service (IAS) officers to file their property details in time or face action including disciplinary proceedings and denial of promotion, according to an official communique.

All IAS officers are required to submit the annual Immovable Property Return (IPR) by January 31 of the next year.

“Failure on part of the members of the service to comply with the requirements of the aforesaid provisions constitutes good and sufficient reason for, inter alia, institution of disciplinary proceedings against them,” said the communique issued by the Ministry of Personnel.

Further, rules have been amended to make the timely filing of IPR mandatory for being considered for appointment to the next level of pay matrix, it said.

The Department of Personnel and Training (DoPT) had introduced online filing of IPR in respect of IAS officers with effect from January, 2017 through the SPARROW module.

“It is indeed a matter of immense satisfaction that the officers are submitting their IPR either electronically or uploading a scanned copy of the manually filled-in IPR, over the years,” said the communique dated December 23, sent to secretaries of central government departments and chief secretaries of all states.

This online module will close automatically after the prescribed timeline i.e. January 31, 2026 in respect of the calendar year 2025, it said.

All secretaries and chief secretaries have been asked to issue necessary instructions to all IAS officers working under them to file their property details in time, according to the communique.

Srinagar, Dec 24: Divisional Commissioner Kashmir, Anshul Garg, chaired a meeting on Wednesday to review and strengthen measures aimed at curbing the growing menace of substance abuse in the Valley.

Emphasizing the need for coordinated and sustained efforts by all concerned departments, the Divisional Commissioner Kashmir directed educational institutions, including schools and colleges, to establish in-situ de-addiction mechanisms within their respective campuses.

He instructed that each educational institution shall nominate one male and one female nodal officer responsible for implementation of IEC (Information, Education and Communication) activities, student counselling, identification of vulnerable individuals, and continuous monitoring and tracking of affected students.

Wakf authorities were directed to organize orientation programmes for religious leaders to effectively utilize their influence in society for generating awareness regarding the harmful effects of substance abuse and promoting social responsibility.

With regard to coaching institutions and student accommodations, IMHANS was directed to develop a structured monitoring framework to keep effective oversight on coaching hubs.

Director Health Services was instructed to prepare a comprehensive training calendar for training of trainers, with the objective of creating a robust pool of trained resource persons for educational institutions.

Further, Director Colleges and Director Schools were directed to compile and submit a list of staff members to be trained and assigned the responsibility of identification, counselling, and monitoring of students vulnerable to substance abuse.

The Div Com emphasized the conduct of regular awareness sessions, maintenance of performance reports, and documentation and dissemination of success stories.

Police Department was directed to enhance surveillance over identified drug hotspots across Srinagar city and other districts in close coordination with the Health Department.

The meeting was attended by the DC Srinagar, Akshay Labroo; Director School Education, Director Social Welfare, Joint Director Information, and officers from Health Services, Higher Education, IMHANS, Wakf Board, Police Department, along with representatives of civil society.
