Baramulla, Dec 28: The inefficient administration has marred the functioning of the Government Medical College (GMC) Baramulla as the delay in completion of the developmental projects besides shortage of staff is taking a toll on patient care.

The construction of the new Outpatient Department (OPD) is going at snail’s pace as the concerned executing agency has missed multiple deadlines to complete the project. An official said the new hospital building was supposed to be completed in 2022 but is yet to be made functional even after passage of three years beyond the deadline. “The GMC associated hospital is facing a space crunch following which a new building was approved for the hospital. But it is yet to be complete and made functional,” the official told Greater Kashmir.

The administration of GMC Baramulla has also failed to keep the drainage facility of the hostel in order as it remains blocked, causing inconveniences to the hostel boarders. Also the inter-connected roads of the different departments of GMC Baramulla are lying in shambles as well. “The GMC administration has not started work on any new developmental project due to which the funds worth crores are unutilised,” the official told Greater Kashmir. Besides, the GMC Baramulla is delaying procurement of different instruments and running parking facility, canteens as per the set norms.

“There is no stationery supply available in the hospital besides no adequate supply is available for the patients as well. Some surgical instruments are also not available,” the official said. “The home drop service or referral services are not efficient here,” he said. He said the funds released under Capex budget for developmental works are unutilised. “There is zero expenditure of funds. No face-lifting of the hospital has been done so far, work on the mortuary has not been done so far,” he said. He said the hospital parking, procurement of lenin sheets, X Ray unit, security are being run on extensions as no fresh bids have been invited. Principal GMC Baramulla, Dr Majid Jahangir said the new hospital building will be made operational in March 2026.

About the blocked drains and dilapidated inter-inked roads of GMC, he said the drainage system has to be constructed afresh. “The drains are blocked and the whole drainage system has to be constructed afresh. Once the new drainage system is constructed it will be followed by road repairs. Currently we do not have funds available to construct a new drainage system,” he told Greater Kashmir.

About the parking and other services, he said the matter was subjudice and they were regularly following the cases. “We are following it but the court gives the decision in favour of the opposite party,” he told Greater Kashmir.

In October this year, Greater Kashmir reported that a blood carrier van sanctioned in February 2025 was yet to be procured by the Government Medical College (GMC) Baramulla. The funds worth Rs 36 lakh were granted to GMC Baramulla out of the grants released to Baramulla (Aspirational District) under NITI Aayog for the procurement of the Van. However, the van is yet to be procured despite the passage of around seven months. In October, Principal GMC Dr Majid Jahangir told Greater Kashmir that the procurement was in its final stage. However, despite the passage of two more months, the blood van is yet to be procured. “That will be done. We will procure it within a week’s time,” Principal GMC said.
