Srinagar, Jan 3: Lieutenant Governor Manoj Sinha on Saturday formally summoned the Jammu and Kashmir Legislative Assembly to convene on February 2, 2026, for the budget session, marking an important legislative gathering for J&K.
In an official order dated January 3, the LG said: “I, Manoj Sinha, Lieutenant Governor of Union Territory of Jammu and Kashmir, under the provisions of Section 21 (1) of the Jammu and Kashmir Reorganisation Act, 2019, call upon the Members of the Legislative Assembly for the Union Territory of Jammu and Kashmir to assemble in the Legislative Assembly Complex at Jammu on Monday, the 2nd of February, 2026 at 10 am to hear my address.”
The session assumes significance as it will be the budget session, during which the government is expected to present the budget for the financial year 2026-27.
The Finance Department had started preparations for the 2026-27 budget in October 2025 by asking departments to submit budget estimates for the next fiscal year and revised estimates for the current fiscal year.
The Finance Department has also completed budget discussions with all departments.
The Legislative Assembly Secretariat in Jammu has issued a bulletin outlining specific requirements for members ahead of the session.
Members of the Legislative Assembly have been given tight deadlines to submit parliamentary business items.
According to the bulletin, members may submit “not more than 10 starred and 10 unstarred questions in relaxation of Rule 32 of the Rules of Procedure and Conduct of Business in the J&K Legislative Assembly by or before January 12, 2026.”
For legislative proposals, the secretariat has specified that members can introduce “not more than two Bills in relaxation of sub-rule (3) of Rule 65 of the Rules of Procedure and Conduct of Business in the J&K Legislative Assembly by or before January 15, 2026.”
Additionally, members have been permitted to submit “not more than four Resolutions in terms of Rule 174 of the Rules of Procedure and Conduct of Business in the J&K Legislative Assembly by or before January 17, 2026.”
The bulletin further noted that the LG “in exercise of powers conferred upon him under Section 18(1) of the Jammu and Kashmir Reorganisation Act, 2019, has summoned the Legislative Assembly for the J&K to meet at Jammu on February 2, 2026.”
All members of the J&K Legislative Assembly have been formally notified and requested to comply with the submission deadlines for questions, bills, and resolutions.
The session will provide a platform for elected representatives to engage with the administration on matters affecting J&K.
The LG’s address is expected to set the tone for the legislative agenda and outline key priorities for the region in the coming months.
The budget for 2025-26 was presented by Chief Minister Omar Abdullah in the J&K Assembly on March 7, 2025.
